first my english is not the best..

If a go to my control panel for uploading an avatar is says max. 80x80 pixels.
Where can a set the settings to 99x99 or anything else.

I did not find it in the admin panel.

you can set it in your usergroup manager :)

click on the go button next to the usergroup in which you want to change the avatar size limits for.
when it comes up, scroll down to 'Picture Uploading Permissions' and update the fields to your desired setting :)
