Is it possible for users to change their username?

In what way? Do you mean here? or Do you mean on your own board? If it is on your own board then it would require hacking. A vB2 hack is available at vB.org and a vB3 hack is currently unavailable.

As default vb : no.

Users with access to the admin control panel (admins/some super mods) can manually change usernames by searching for users and then changing it and pressing submit.

If you meant for this web site; then I can change your username if you want.

I was also asking the question on behalf of my forum as some of my members have joined more than once just to change their username - thanks for the info about this :)

Users can't merge accounts .. only admins can.
