Is it possible to approve the posts of an individual member without moving that member to another usergroup?

No this is impossible you have to move them to a seperate usergroup in which you or another moderator/admin have to approve their posts

Untested Idea:

You could try to play with permissions on additional usergroups. And otherwise play with promotion system.

But otherwise I don't think it is possible.

I am sure that there is a combination of the promotion, forum permissions, usergroup permissions, and user permissions that this could be possible, not completely sure though. I would just make another usergroup
