I mostly hold back on using admin email to members to give a little boost to the forum. Is this right to do? I have only ever sent emails on big issues like forum changes etc.

My forum is quite small and has of recent declined in the amount of users using it. Could it be that I am not sending enough emails to remind people of the forum?
I hate spam, as I'm sure we all do. That is the main reason I feel like not sending too many emails, as it will feel like spam.

Try making some changes--or maybe starting a couple of "special" discussions--then use e-mail to announce them.
